Not content to firing at people on the street, they fired indiscriminately into shops and houses. In one village between Taipei and Keelung, 20 youths were castrated, their ears were cut off and their noses slit before they were bayoneted." In Keelung, some prisoners were stripped naked, forced to kneel on the street and beaten to death with iron chains. Many were shot in the back of the head, had their ankles or palms pierced with wires and were thrown into the sea in groups of three or five. A policeman estimated that 2,000 people were disposed of in this way. In Taipei, a massive slaughter of residents took place, including some 200 high-school students who had been cornered near the zoo. Kaohsiung was unique in that a massacre of some 2,700 residents started on March 6, before the arrival of reinforcements from China. On that day, the mayor and four city councilors went to the Kaohsiung garrison headquarters to urge that troops disarm voluntarily. The garrison commander, Peng Meng-chi (彭孟緝), shot three delegation members on the spot before leading more than 300 soldiers into the city to start an indiscriminate slaughter of residents. The gunfire persisted past March 8. Peng was later commended by Generalissimo Chiang Kai-shek (蔣介石) for his valor and promoted to major general in 1952. In 1957, he was made commander of the army, and later head of the Joint Chiefs of Staff. Academics generally agree that 28,000 Taiwanese were killed. [Editor's note: This is contestable.] What is noteworthy, however, is not only the number of deaths but also the brutality and wantonness with which the Chinese soldiers massacred people, molested women and robbed Taiwanese. On March 13, massive arrests began. The members of the Settlement Committee were the first to be arrested, many executed on the spot, followed by the systematic slaughter of Taiwan's elite in all major cities and towns, including doctors, lawyers, teachers, journalists, businessmen and members of the Provincial Council.?A whole generation of Taiwanese leaders was thus eliminated through ruthless ethnic cleansing. 三月八日下午蔣介石派來的軍隊在基隆登陸，就不分青紅皂白對著正在碼頭工作的工人一陣掃射。請看廿一師副官處長何聘儒的回憶，他敘述軍隊上岸後「立刻架起機槍向岸上群眾亂掃，很多人被打得頭破腿斷，肝腸滿地，甚至孕婦、小孩亦不倖免。直至晚上我隨軍部船隻靠岸登陸後，碼頭附近一帶，在燈光下尚可看到斑斑血跡。」（何聘儒〈蔣軍鎮壓台灣人民紀實〉） 基隆殺戮過後，軍隊進入台北，繼而向南挺進，在各地大開殺戒。上海《新中華》雜誌報導「九、十兩天登陸軍隊用殘酷的手段施行報復。」（1947.4.16復刊5卷8期，〈台灣的動亂與隱憂〉）；前引何聘儒也回憶：「主力迅即向台北推進，沿途見到人多的地方，即瘋狂地進行掃射，真像瘋狗亂咬。」；美國國務院《對華白皮書》也說：「三月九日起，發生廣泛而無差別的殺戮行為。」 來台的中國記者王思翔敘述八日以後的大屠殺：「他們從基隆上岸，大殺一陣過後，連夜向著沿途市街、村莊中的假想敵，用密集的火力掩護衝鋒而來，殺進台北市。此時，第一號劊子手柯遠芬已先行指揮台北軍憲特務，將數百名維持治安的學生逮捕槍殺，又殺入處委會，將數十名辦事人員處死。…從此，街巷佈滿了殺氣騰騰的哨兵，看到台灣裝束或不懂普通話者，不問情由，一律射殺…少數持槍的征服者，甚至為了向同伴誇耀射技，就以台灣人民為獵物！自八日夜至十三日，槍聲此起彼落，晝夜不斷；大街小巷，以至學校機關內外，處處屍體橫陳，血肉模糊。…配合著公開的大屠殺，還有掩耳盜鈴式的秘密恐怖手段。…一經逮捕，多不加訊問，立即處死；或裝入麻袋，或用鐵絲綑縛手足，成串拋入基隆港、淡水河，或則槍決後拋入海中；或則活埋；亦有先割去耳、鼻及生殖器，然後用刺刀劈死者…。每夜間，均有滿疊屍體的卡車數輛，來往於台北─淡水或基隆間。至三月底，我在基隆候船十天，幾乎每天都能看到從海中漂上岸來的屍體…」（王思翔《台灣二月革命記》） 高雄方面，彭明敏教授回憶說：「當許多高雄市領導人士聚集於市政府禮堂討論這次危機時，門突然被關閉而受到機關槍掃射；家人被迫在火車站前廣場觀看父親或兒子被槍決；在槍決之前，還有許多慘絕苦刑加諸人犯。」（彭明敏《自由的滋味》） 228事件發生時，筆者在現場不到十公尺之處親眼目睹全部所有過程。現場始終未見到任何一位約莫十歲左右的小女孩。林明珠在紀錄片裡所言她當時在現場之說，令人質疑。筆者二哥黃守義當時為建國高中二年級學生17歲，在林森北路巷中住家附近，被在街上搶奪路人財物的中國賊仔兵三人，每人開一槍當場斃命。 請問林明珠女士(黃守禮，自由時報02/24) 在228事件之後，吳濁流仍自追問：是誰策劃把台灣人知識階級一網打盡的？終而，知情者揭露秘辛：被捕的黑名單上台灣人兩百多名，但外省人對台灣各地各界的領導者不能知道的那麼詳盡，是從重慶回來的半山幹的。 台灣人出賣台灣人(張千舞，自由時報02/24) 蔣介石支持陳儀，派兵進行大屠殺，稱他為元凶並不為過。何況軍隊進行屠殺之際，蔣在中央常會還表示支持陳儀所作所為。最後他殺陳儀並不是因為「二二八」事件，而是因為陳儀要叛蔣投共。美國在台協會理事主席卜睿哲認為，美國當年至少可以促蔣介石不要派兵鎮壓，及直接促陳儀與台灣人民代表談判。但美國選擇束手「中立」，造成更大悲劇，不能說沒有道義責任。 228 美國欠台灣道義責任(沈潔，自由時報01/22) 台灣人實在無法再偽裝自己生活在一個獨立的國家，台灣人要捍衛自己的人權，台灣人好像生活在沙漠之中，總不能因為口渴就想喝沙止渴，中國不斷的以虛假的農業政策和泡沫的留學政策，企圖瓦解台灣人的心防，等到台灣落入其虎口以後，台灣就會再陷入萬劫不復的痛苦深淵。 台灣目前是世界上唯一國際的孤兒，「台灣主權」是所有問題的核心，「台灣主權」的特殊性在於具有雙面性，一方面是對台灣島內的合法性，另一方面則是對國際間的自主性，「主權會移轉但不會消失」是《國際法》的原則，過去蔣介石集團為了強調其統治的合法性，硬是將台灣人教育成「堂堂正正中國人」，扭曲台灣真正的本來面目，現在正是將其改正回來的時刻。 「台灣主權」對島內而言，正是「人民主權」（popular sovereignty）的體現，是台灣人民意識的表達，這一方面台灣人爭取的非常成功，可以說是全世界的典範，我們不懷疑這方面的「台灣主權」已經獨立；目前所欠缺的是「國家主權」（state sovereignty），雖然「中華民國流亡政府」有效統治台灣，並不能等於其擁有「台灣主權」。 佔領「迦薩走廊」38年的以色列，對該地區也是有效統治，但是也從來沒有該地區的「主權」，前幾個月在國際壓力下撤退了；台灣「國家主權」要獨立，就要找出其目前「暫時握有」者，要知道，「台灣主權」在1945年之前是沒有問題的，今天「台灣『國家主權』問題」是〈美日太平洋戰爭〉的後續問題，絕對不是「中國『內戰』問題」的延伸。 因此，台灣問題跟中國毫無牽扯，這一點應該先述明，中國的叫囂只是感情問題沒有意義，美國既然是〈美日太平洋戰爭〉的“主要佔領權國”，依照《美國憲法》的規定，就是應該維護台灣的「基本人權」不受約束，同時保障台灣的安全，不受威脅。 「正名」與「制憲」將是解決「台灣“台灣主權”問題」的第一步，台灣的「正名」，國際間目前能接受的名稱將是「台灣」而不是「台灣國」，只要能將「中華民國」稱號撤銷對台灣會是正面的，而且是必須的，可以向全世界釐清台灣真正的法律名稱；台灣的「制憲」，制定的是台灣地區所有的法律執行與行政權運作的「根本大法」，雖然未必是屬於國家的憲法，但是對於建立「合法平民政府」的準備動作是需要的，這是由於「流亡政府」政體是不可能就地合法，修改流亡政府的憲法不會使台灣變成國家，因為在國家成立要素中永遠缺少法理上的「領土」與「人民」。 China had hired an American lawyer, John Forster (grandfather of John Forster Dulles 杜魯斯), a former Secretary of State. After the World War II, it’s been said by the Taiwanese that, the Japanese were luckier. Even though Japan had been thrown two atomic bombs, there was general election only six months after General McArthur (麥克阿瑟將軍) “occupied” the country. As for Taiwanese, the suffering was far much more, because they were given over to the Chiang Kai-shek’s totalitarian regime (蔣介石的專制威權統治) like chattel property without given them any chance for their voices or choices. It started with Chiang Kai-shek’s hand picked corrupt governor, Chen Yi (陳儀). “February 28, Incident (二二八事件) in 1947” erupted less than fifteen months later and tens of thousands of lives lost in the “Massacre in March (三月大屠殺) 1947”. More lives lost in the following ten years during the “White Terror Era (白色恐怖)”. One can easily be arrested, jailed, executed for voicing their opinion that was not comfortable to the dictator’s ear. The victims were generally thrown a “Red Hat (紅帽子)” by nailing them as members of the Communist Party. Chiang Kai-shek (蔣介石) fled China after he lost mainland China to the Communist Party (now, People’s Republic of China 中華人民共和國, founded in October 1949); brought his refugee government (Republic of China 中華民國) to Taiwan in 1949; declared Martial Law (戒嚴法) that lasted for more than 38 years. During that period, there was no general election of the General Assembly (國民代表大會) because Chiang Kai-shek said that it would only happen again after he reclaimed the mainland China. Of course, Chiang Kai-shek’s dream had never happened. Taiwanese tolerated Chiang Kai-shek’s totalitarian ruling for forty long years until 1987 that people finally challenged the Martial Law by walking down the street on February 28 that year (40th anniversary of the “February 28 Incident 1947”) for a demonstration. The demonstrations were met with massive police brutality. Martial Law was lifted two years later by son of Chiang Kai-shek (蔣經國), then president of the one party Nationalist Republic of China. Taiwanese were able to have their first political party in September, 1986, the Democratic Progressive Party (民主進步黨). Chen Shui-bian (陳水扁), the current president, is the first Taiwanese president from a native Taiwanese party since 1945. He was first elected by a popular general election in year 2000, and again in year 2004. The seat for China in the United Nation was replaced by People’s Republic of China (中華人民共和國). The Republic of China in Taiwan (ROC in Taiwan, 中華民國) was expelled out of the United Nation (聯合國) in 1971. There was a law entitled “Taiwan Relation Act (台灣關係法)” passed by the United States Representatives (1979)concerning the Taiwan issue when the US established the diplomatic relationship with the People’s Republic of China.(PRC). The US “Acknowledged” the claims by the PRC (the Communist Party) and ROC (by Chiang’s KMT party) that Taiwan is part of China, the so called “One China Policy”. In the past twenty years, Taiwan has moved from a totalitarian system into a matured democratic political entity (not yet recognized as a country by her true name: Taiwan) that has survived many political brutalities of both ROC and PRC; having created economical miracles which has helped and stimulated PRC’s economical development up to this date. Taiwan, however, continued to suffer from both the old ROC system (中華民國的舊體制) and the current Communist PRC (中華人民共和國的共產體制) by obstruction the twenty-three million people from normalizing their beloved land, freedom and democracy from being recognized as a country. They are forbidden by calling their country by her true name, Taiwan. I strongly believed that the US had made a big mistake in 1945 by giving Taiwan to Chiang Kai-shek’s totalitarian regime, not giving then the six million people the right to decide their own future after the World War II. The Formosa is calling…, calling the US and the world to listen to the people’s voice! There shall be no second mistake! The twenty-three million people in Taiwan have a precious democratic society and enjoy the same valuable freedom like the people in the US do. They shall be allowed to call their country Taiwan, not any sort of “China”. They should be given a long overdue right to deciding their own future. Beginning with the Truman Statement of June 27, 1950, the US position on the Taiwan status question has been "undetermined." In military parlance such terminology is generally equivalent to "under military occupation." In the SFPT of April 28, 1952, Japan renounced all right, title, and claim to Taiwan, but no "receiving country" was specified. As clarified by the Truman Statement and the SFPT, the United States has never recognized the forcible incorporation of Taiwan into China. Such an interpretation must be recognized by all US government agencies under the terms of the SFPT. Chen Yi had declared Martial Law on 02/28/1947 in the city of Taipei where the chaos started. Chen Yi then accepted a Taiwanese lawyer, Chen Yi-song's (陳逸松)suggestion to allow the Taiwanese to form the "Citizen's Committee" (二二八處理委員會)to negotiate with Chen Yi to solve the social unrest. However, Chen Yi wired Chiang Kai-shek for military action. Ko Yuan-fung(柯遠芬), the military and secret police minister of Chen Yi's government even publicly announced that the government was sincerely making efforts to listen to the people's voice on 03/03/1947. The declassified documents actually showing a hand written instruction by Chiang Kai-shek to send out the 21st troop from Shang-Hai (上海) and a military police troop from Foo-chou (福州) on 03/05/1947. Meanwhile, starting 03/03/1947 in Taipei and 03/05/1947 island wide, the Taiwanese elite were asked to form island wide "Citizen's Committee" to work with the government. Those elite including mostly the well educated people, such as local and central representatives, doctors, lawyers, scholars, many democracy movement people during Japanese era, and the "Taiwanese Three Principles Young Man's Group (三民主義青年團)" under a Taiwanese leader General Lee You-Bang (李友邦)who was arrested, released and then executed in the "White Terror Era". The Massacre started in the city of Kaohsiung on 03/06/1947, on 03/09/1947 in Kee-lung and Taipei. The city of Chia-yi also suffered heavy casualty. Bloodshed massacre then went on for almost ten days, wiping out most of the elite on the list of "Citizen's Committee", many leaders of the "Taiwanese Three Principles Young man's Group" and killing numerous ordinary people and students. Some documents even pointed out that most of the "Chaos" were actually plotted and provocated by the Chen Yi government's secret undercover agents. Chinag kai-shek lost China in 1949, fled to Taiwan, declared General Martial Law that lasted more than 38 years. There were no general election of the General Assembly during that period. Taiwanese had very few representatives in the government. Many so called "Half Mountain" group Taiwanese, however,even though had been on the government's "Wanted" list during the "February 28 1947 Incident" were able to "Escape" the Chiang Kai-shek's killing spree, later, even became members of Chiang's inner circle. It was a totalitarian government for the Taiwanese during Chiang Kai-shek and his son's era. The treaty prohibits development and deployment of all land-based short-, medium- and intermediate-range ballistic missiles (IRBMs) with ranges of 300 to 3,400 miles, as well as all ground-launched cruise missiles. Inspections verifying the treaty were completed in 2001, although elimination was effectively concluded nearly a decade earlier. Moscow has been dropping hints that it might withdraw from the INF since at least late August. However, two looming developments make this appear to be more of a certainy than rhetoric. First, U.S. basing agreements with Poland and the Czech Republic for ballistic missile defense (BMD) installations now look quite likely to be approved. Second, the 1991 Strategic Arms Reduction Treaty, or START 1, is set to expire in 2009, and Washington has failed to respond to Moscow's numerous offers to launch negotiations on a replacement treaty. Having benefited from the decay in Russia's military strength since the end of the Cold War, the United States clearly has no interest in such a treaty. With Russia unable to challenge the United States directly, the establishment of a new Missile Army made up of IRBMs would threaten NATO in a way it has not known since the Cold War. Russia pioneered "cold launch" technology -- an advanced launch technique -- and has fielded several land-based solid-fuel IRBMs since the 1970s. Though these systems date back 20 years or more, it makes little difference to the populations of the cities within their range whether the nuclear warhead that hits them was designed in 1960 or in 2005. Most important, these IRBMs are much cheaper than the ICBMs of the Strategic Rocket Forces. Intercontinental strike capability is priced at a premium. Though a direct arms race with the United States remains out of the question, a lopsided race in which the Russians focus on IRBMs could change the game entirely. A barrage of several dozen IRBMs easily could overwhelm a small squadron of BMD interceptors based in Europe -- as well as any system that the United States conceivably might field in the next 20 years. Johnson also predicts dire consequences should the U.S. continue to militarize low Earth orbits in pursuit of security. To some extent a timely response to recent arguments in favor of American empire, such as those of Niall Ferguson in Colossus, this account also reiterates Johnson's perennial concerns about overseas military bases, the CIA, and the artifice of a defense-fueled economy. 陳辰光 保護台灣大聯盟\(TDA\ ) wrote: From: 保護台灣大聯盟\(TDA\ ) To: Subject: 中國黨的邪靈正侵蝕台灣國所維護的正義與公理 Date: Fri, 24 Nov 2006 16:27:42 +0800 中國黨的邪靈 正侵蝕台灣國所維護的正義與公理 保護台灣大聯盟 主席楊緒東 要探討今日中國黨還能大肆作亂，對於台灣國人民的惡意打擊必須加以探討，何況屬本土的民進黨雖然執政，還是巴結中國黨餘，派系爭執打擊自己的團隊，雖曰所謂之以“德”報怨，真是偉大之至，卻使得公理與正義無法伸張，弱化台灣建國的力量。未來我們這批台灣國的志工，還會是含淚投票，依然支持沒有LP的本土候選人，想起來真是悲哀。沒有228平反的公審，無法落實真正的革新行動，沒有白色恐怖的平反，不會有公義的社會，何時等到中國黨能夠自我反省？答案就在中國黨的政治殺手未曾受到人民的審判，公審產生的公義，才是台灣真正民主化中的重要過程。 由“二二八責任歸屬研究報告”這本書中，我們發現真的元凶蔣介石，其子子孫孫仍然吞食台灣民主轉型的成果，把此書中的重點摘錄以嚮大眾。（以下為書中所言） 消滅台灣菁英 有利中國人統治台灣 在二二八事件發生期間，陳儀及其軍警人員即開始有計畫地逮捕台灣社會精英，許多地方士紳或知識分子紛紛遭到暗殺或冤死獄中。例如省參議員王添燈，因時常針砭時政和參與「二二八事件處理委員會」，為當局所忌而被憲兵第四團團長張慕陶命衛兵在其身上淋汽油，點火燒死；美國哥倫比亞大學留學歸來的台灣第一位哲學博士，時任台灣大學教授的林茂生，因創辦《民報》得罪陳儀而被情治人員帶走，從此一去不回；台灣本土金融鉅子、大公企業公司創辦人陳炘，亦因得罪當局而在病榻中被刑警帶走，不知下落為何；著名畫家、嘉義市參議員陳澄波，三民主義青年團嘉義分團主任陳復志，嘉義市參議員潘木枝、盧炳欽、柯麟等人，因赴嘉義水上機場交涉和平事宜，卻遭逮捕於嘉義火車站前公開槍決；岡山教會牧師蕭朝金，於事件中勸阻青年人抗爭行動，竟遭士兵逮捕，受到酷刑屠殺；制憲國大代表、花蓮縣參議長張七郎，以及兩個兒子張宗仁、張果仁，無故被捕，亦慘遭槍殺；其他像省教育處副處長、擔任《人民導報》社長的宋斐如，基隆市參議會副議長楊元丁，省立宜蘭醫院院長郭章垣，高等法院推事吳鴻麒，台北市律師公會會長李瑞漢及其律師弟弟李瑞峰，醫學博士施江南，《台灣新生報》總經z阮朝日，《台灣新生報》日文版編輯吳金鍊，台北市參議員黃朝生、徐春卿、李仁貴、陳屋，以及前新竹地檢處檢察官王育霖，制憲國大代表兼省參議員林連宗等其他無數的全省各地精英們，都遭受無情的捕殺，至今下落未明。在這些人之中，有許多是未曾參與事件經過或自認是善意協助政府者，然而皆遭遇不幸。上述台灣精英受難日期,詳參「二二八事件台灣菁英受難一覽表」。 序號 姓　名 職　　銜 受難日期 1 王石定 高雄市參議員 1947.03.06 2 黃　賜 高雄市參議員 1947.03.06 3 葉秋木 屏東市參議會副議長、三青團屏東分團主任 1947.03.08 4 宋斐如 台灣省教育處副處長 1947.03.09 5 李仁貴 台北市參議員 1947.03.09 6 施江南 四方醫院院長 1947.03.09 7 徐春卿 台北市參議員 1947.03.09 8 陳　屋 台北市參議員 1947.03.09 9 黃朝生 醫生、台北市參議員 1947.03.09 10 李瑞漢 台北市律師公會會長 1947.03.10 11 李瑞峰 律師 1947.03.10 12 林茂生 台灣大學教授 1947.03.10 13 林連宗 制憲國大代表、省參議員 1947.03.10 14 蕭朝金 岡山教會牧師 1947.03.10 15 王添燈 台灣省參議員 1947.03.11 16 陳　炘 大公企業公司董事長 1947.03.11 17 阮朝日 台灣新生報總經理 1947.03.12 18 吳鴻麒 高等法院推事 1947.03.12 19 吳金鍊 台灣新生報日文版總編輯 1947.03.12 20 陳復志 三青團嘉義分團主任 1947.03.12 21 陳澄波 畫家、嘉義市參議員 1947.03.12 22 湯德章 律師 1947.03.12 23 張榮宗 朴子副鎮長、三青團朴子區隊長 1947.03.12 24 潘木枝 醫師、嘉義市參議員 1947.03.12 25 盧炳欽 醫師、嘉義市參議員、三青團嘉義分團書記 1947.03.12 26 王育霖 前新竹地檢處檢察官、建中教員 1947.03.14 27 林旭屏 省專賣局菸草課課長 1947.03.15 28 郭章垣 省立宜蘭醫院院長 1947.03.17 29 許錫謙 三青團花蓮分團股長 1947.03.20 30 張七郎 制憲國大代表、花蓮縣參議會議長 1947.04.04 31 楊元丁 基隆市參議會副議長 1947.04.08 32 黃媽典 台南縣商會理事長、縣參議員 1947.04.22 「二二八事件台灣菁英受難一覽表」－受難平均年齡30歲 此一不幸事件，對台灣社會精英打擊甚大，也間接影響地方政治生態。例如台北市參議會的26位參議員中，有19位被當局列為事件的「主動及附從者」，而其中有4位被謀殺、7位遭監禁；當時代表台灣最高民意機關的省參議會，總計30個參議員中，有6位參議員慘遭殺害、5位則分別被通緝與監禁。另外，由於許多地方人士在歷經事件中的恐怖屠殺與逮捕之後，對於政治開始採取疏離與冷漠態度，根據吳乃德、陳明通的研究顯示，基層的政治精英在二二八事件後不再參與體制內的選舉，成為全台的普遍現象。在縣市參議員層級上，全台將近七成的參議員在二二八事件之後，退出政壇，只有三成的參議員願意繼續從事政治活動。而願意繼續參與體制內政治活動的本土精英，成功連任的參議員只有總數的二成。其結果是，在事件之後，全台各縣市參議員這個層級的本土精英歷經劇烈變動，八成的地方精英從政治領域中消失，形成精英斷層。 然而，填補這些空缺的，卻是一批依附當局的政治新貴。這些人是一群全新的、過去毫無政治經驗和政治地位，卻在當局的庇佑下，經由地方選舉或行政管道而慢慢崛起。作家吳濁流的小說《狡猿》中，對這些政治新貴曾有生動的描述：「現在的人，白丁可以做代表，不識字可以當議員，公學士可以做大臣，也可以做局長。」但這些人的出現，不僅取代了傳統地方精英的社會地位，也壟斷地方政治權力和經濟資源，改變地方原有的政治生態。 蔣介石假公濟私 派系鬥爭 1949年8月，國民黨政府撤退來台，國民黨總裁蔣介石檢討中國大陸淪陷原因與派系有相當關係，因此進行黨內重大改造，透過種方法拔除中央及台灣舊有的派系勢力，重新確立個人的集權地位；並以兩岸對立衝突局面，中國隨時進犯台灣的威脅，實行戒嚴統治，箝制新聞、言論、集會等自由，並運用軍警情治優勢，監控逮捕異議人士，使得台灣社會長期處於白色恐怖的威權統治。 由於國民黨有其外來政權及省籍分歧的因素限制，戰後初期雖曾壓制本土勢力，但為統治正當性，仍需要地方人士的支持，乃給予地方派系特殊的經濟利益作為交換與籠絡手段。具體而言，有如下四種方式：第一是政府特許下的區域性獨占經濟活動，這包括銀行、信用合作社、非信用合作社、農漁會及汽車客運公司；第二是省營行庫的特權貨款；第三是省政府及各級地方政府的公部門採購，主要是公共工程的包攬；第四是以地方政府公權力所換取的經濟利益，例如表面上合法的利用都市計畫或公共建設規劃來進行土地投機炒作，或是以公權力來掩護非法性的經濟活動如經營地下舞廳及賭場。透過這些經濟特權，地方派系即可在選舉中為國民黨動員群眾、匯集選票（包括買票賄選和利用血緣、地緣關係），穩定國民黨一黨專政局面。 二二八事件的爆發，除陳儀政府的貪污腐敗所引起的民怨有關外，族群之間的衝突也有關聯。然而往前來看，在日本戰敗投降後，台灣人重回到「祖國」的懷抱，半世紀以來的辛酸心情驅使他們歡欣鼓舞，從張燈結綵、列隊歡迎祖國軍隊的熱鬧場面，到人人爭相學習北京話、參加各種政治團體等學習活動，無不說明當時台灣人滿心歡喜迎接祖國人士的到來。不過，因彼此生活習慣、文化思想的不同，以及部份來台軍警的惡劣行為，讓台灣人對「祖國」人士的幻想與好感破滅。誠如事件受難者、台灣大學教授林茂生所創辦之《民報》在社論〈記取去年今日〉一文所指出：「鳥兔匆匆，倏忽已過一週年，回憶一年前此日的情景，猶歷歷存在我們的心裡。可是我們拿一年前此日的社會狀態和台胞的心理作用，與今日的實況互相作〔比〕較，大有今昔之感。現在百物騰貴，民生困苦，盜賊增加，治安未上軌道。貪污日盛，政治尚缺修明，人民不滿發而為之怨言，期待失望，興奮與熱情俱歸冰冷，與去年今日恰成反比例。」 蔣氏皇朝的中華民國體制 只有分離與仇恨 然而彼此之間的誤解與對立所引發的二二八事件，卻不因事件的結束而平復，反而讓族群之間的隔閡更加深化與持續，影響台灣社會文化的正常發展。尤其是事件後，台灣社會精英遭到當局迫害與打擊而日漸凋零，不但削弱政治影響的力量，也造成台灣文化傳承的斷層。再加上中央政府撤退來台，為營造政權的正統性，乃強力灌輸中國文化，使得整個社會充斥著大中國的影子，台彎本土文化遭到漠視而被邊陲化。例如當局強制性地推行國語，藉此壓抑本土語言並貶抑其價值，使得「台灣的小孩在學校不准使用台語交談，如果稍有疏忽，無意講了兩句，便要受到處罰」，影響日後有些台北市台籍的學生，尤其是中學女生，不願意講台語，特別是在公共場合，她們認為講台語「沒有氣質」、「低水準一點」。很多日治時期台灣本土作家或創作者在國民黨來台後即封筆或消聲匿跡了，例如作家張文環於1933年自日本東洋大學文學部畢業，同年發表處女作《落雷》。此後每年都有中短篇小說、散文或劇本發表於島內各種文藝雜誌或報章。自二二八事件後至1957年，台灣正處於所謂「白色恐怖時代」，他不但未發表任何作品，也誓死不學習中文與北京語。取而代之的是，一批從中國而來的人物與作品，例! 如徐速的《星星月亮太陽》、王藍的《藍與黑》等描述中國抗戰時期的小說。此外，學校教育盡是中國悠久歷史與廣大地理的教學，卻少有台灣歷史與地理的認識，因而學生只知中國對日八年抗戰，卻不曉得什麼是「二二八事件」；只知道中國東北長白山，卻無法說出台灣玉山的地理位置。凡此種種，皆肇因於國民黨統治心態的偏差與狹隘，以致當局無法廓然大公地認同台灣文化，反而刻意拉抬中國正統意識，壓抑台灣文化。 由1947年的228事變延伸到今天的台灣亂局，雖曰政黨輪替，實施民主制度，其實際內容，還處於中國黨與台灣國的戰鬥，只是戰爭還不到真正武裝打仗的程度，蘊積在台灣內部的內戰火苗，正因為中國黨缺乏反省能力，而繼續炙熱燃燒，如果台灣人民與執政黨還如此縱容中國黨亂台，不舉行政治平反的公審公義活動，中國黨在台灣不會有反省的能力，而台灣國人民不斷受到中國黨挑釁之下，雙方的血戰很容易被有心人挑動，而一發不可收拾，尤其2008年的大選活動，雙方會有明顯的偏中、護台兩大陣營的強烈對抗，台灣人要能審慎評估未來的挑戰。 ------------------------------------- ------------------------------------- ================================================= #0: LewRockwell.com:----------------------------- 'The Noblest Cause of All', by Murray N. Beginning with the Truman Statement of June 27, 1950, the US position on the Taiwan status question has been "undetermined." In military parlance such terminology is generally equivalent to "under military occupation." In the SFPT of April 28, 1952, Japan renounced all right, title, and claim to Taiwan, but no "receiving country" was specified. As clarified by the Truman Statement and the SFPT, the United States has never recognized the forcible incorporation of Taiwan into China. Such an interpretation must be recognized by all US government agencies under the terms of the SFPT. After all, under Article VI of the US Constitution, the Senate-ratified SFPT is part of the "supreme law of the land." Need I remind you of this??
