I think it's quite safe to assume that any human social standard cannot be perfect, but still there are very different level of being decent there. The political standards augued about is very important and indicative of the whole social civility condition, AND, its certain level is absolutely necessay for a DEMOCRATIC civilization.
I think also it depends on certain level of media and actual rule of law. Whether we comare the British Empire and American Empire or their DEMOCRACY or their historical contribution, we can see from these argument, IMHO.

He resigned too. Again... note th4e small but important difference. Any sign of Tom Delay resigning?
Keeping corruption - or the appearance of it - completely out of politics isn't possible. So you're left with what you're prepared to tolerate. In the UK, that's "not very much" - with the result that there will always be scandals overe nothing very much when someone steps over the line of what's permissible - there's also a presumption of guilt, because not only is corruption not tolerated, neither is anything that LOOKS like corruption. If there's evidence even suggesting it, then there shouldn't be. In the USA, that line is in a quite different place, making commonplace activities that would lead to suspesion here. And on the basis that "Man bites dog" is news, and "Dog bites man" isn't... remarkably little press coverage of everyday normality. You want to check out corruption in the UK? Take out a subscription to "Private Eye". Once a fortnight, you'll get a very slim satirical magazine, packed with every rumour and insinuation going - covering corruption and hypocrisy down to town council level. A US version it seems would look more like a phone directory.

3. Getting this first blog diary. A-Mei out to senior house to help, back asking sons to go with her to Costco, failing left alone. Ma tel. A-Chu ku tel her that ch. 26, 1-5pm special programs. Switched to ch. 26, almost 2pm, look like a movie, "Night Train", 2-5:30. Saving#1:- 2:30pm.
